There are a lot of cases when this would be helpful.
1) video player (changing orientation)

@Tucker Connelly Looks like it landed in master after the 0.30 branch was cut (the branch is cut two weeks before release, to allow people to report bugs in the RC). It will be in 0.31.

Implementing material design elements on IOS is hard without this...
Unable to create overlay menu's / dropdowns.
I've also got a case where this feature lacks. A list view of video autoplaying that goes full screen when you tap on it. Really difficult to do without z-indexing the video currently playing :)
Doing some drag and drop code. Working around the lack of zindex support require super hacky code. If not for this issue I could animate a panning object very straightforwardly, because of this I have to yank it out of its place on the page and render it at the very bottom of the page and then set offsets so that it renders back up where it's supposed to go.
Using list with shadow. the latter list item has higher z index so it cast shadow over the previous one. While that might be desirable in some case, but it probably makes more sense if the higher order one should cast shadow on the next one.
Started making a drag and drop library, This is a real pain. This is definitely a justifiable reason for some form of zIndex support .
