First off, HarmonyOS development began in 2017 and it was created for smart screens, speakers, cars, and other gadgets rather than for Android. However, Google has prohibited Android for Huawei owing of the trade spat between China and the US.

I'd think we'd need to get our hands on HarmonyOS before we can make any sort of decisions. In theory, I don't see why not. React native compiles down to Android Java and iOS objective-c, so unless HarmonyOS's nature is unrecognizable compared to contemporary OSs (i.e. windows phone or blackberry) we should support it. At the end of the day phones are phones and what I love about React Native is that we can deploy one codebase to one kind of device.
Also with React Native's opensource nature I don't think bringing Chinese business practices into our conversation as developers. At the end of the day if the business wants React Native on HarmonyOS we should be ready for it.
